Each proposal has a cost, both in money (symbolized with a dollar sign) and in political work or effort (symbolized with an anvil), that must be paid from a shared budget. Your resources are not unlimited; when the budget runs out, the round ends and you can pass no more proposals. There are three rounds total. You will receive a new budget each round.
