Improve EOC

Protect the Emergency Operations Center (EOC) from flooding again.

Strategy

• Relocate: Move the EOC to a different government-owned building located on high ground.
• BSA: Enter into a Business Sharing Agreement with local businesses to use their facilities when needed, instead of having a fixed EOC location.
