Make highway improvements during the course of the normal repairs due to storm damage. A wider highway will reduce congestion both during evacuations and normal tourist trips to the mainland, and will be less susceptible to flooding.
Build a bridge to replace the ferry service across the channel, in addition to the other improvements. The availability of post-disaster funding makes this option more affordable than it would usually be.
